Brazilians head to the polls Sunday in a presidential runoff that pits 80-year-old incumbent Luiz Inacio Lula da Silva against Senator Flavio Bolsonaro, the eldest son of former President Jair Bolsonaro, in a race widely seen as reshaping Brazil's role on the world stage regardless of who wins. The runoff follows a first round in early October in which Flavio Bolsonaro edged Lula 47% to 45%, with neither candidate clearing the majority needed to win outright. Final pre-runoff polling showed an essentially tied race, with Flavio holding a narrow edge of roughly 50% to 49% in several last surveys.

Lula is seeking a historic fourth term after previously serving from 2003 to 2011, a stretch credited with lifting an estimated 40 million Brazilians out of poverty, and a more recent comeback that included a 2018-2019 prison stint on corruption charges before his 2022 election win. His platform centers on reducing inequality, environmental sustainability, and what he casts as national sovereignty in the face of outside pressure, including concerns some voters have raised about foreign interference in the election itself.

## A campaign shadowed by his father's conviction

Flavio Bolsonaro is running in the shadow of his father's legal troubles: Jair Bolsonaro was sentenced in 2025 to 27 years in prison for plotting a coup and remains under house arrest. Flavio has pledged to pursue amnesty or a pardon for his father if elected, while largely continuing the elder Bolsonaro's policy agenda. On security, Flavio has proposed designating certain criminal organizations as narcoterrorist groups and has pointed to El Salvador's high-security prison model as an approach he'd like to bring to Brazil, part of a broader pitch to voters worried about crime.

Those concerns are showing up clearly in the numbers: 28% of voters name violence and security as the country's top problem, while corruption scandals touching lawmakers and justices have further soured public trust in institutions. Economic frustration is also widespread, with 33% of Brazilians reporting no income growth and another 21% saying their income has grown more slowly than inflation.

## Diverging paths on the world stage

The foreign policy contrast between the two men is stark. Flavio favors closer ties with Washington and a more aggressive posture toward Venezuela and Cuba, alongside a more transactional, bilateral approach to relationships in the region and with China. Lula, by contrast, has emphasized Brazil's independence from U.S. influence, deepened the country's partnership with China, backed multilateral institutions and the BRICS bloc, and opposed U.S. intervention in Venezuela and Cuba. With the race this close, the runoff's outcome is likely to determine not just domestic policy direction but which of these two very different visions of Brazil's place in the world prevails.
